The idea that some have suggested of a so-called freeze-for-freeze is insulting. When a rogue regime has a nuclear weapon and an ICBM pointed at you, you do not take steps to lower your guard. United States ambassador to the UN Nikki Haley said North Korean Leader Kim Jong-Un is “begging for war” after the latest nuclear test by the Democratic People’s Republic of Korea (DPRK) adding that her country’s “patience is not unlimited.”
Speaking at an emergency Security Council meeting on Monday (04 Sep), Haley said Kim Jong-Un wanted to be acknowledged as a nuclear power, but being a nuclear power is not about using those weapons to threaten others. She said nuclear powers understand their responsibilities and “Kim Jong-Un shows no such understanding.” Haley stressed that “war is never something the United States wants”, however the country will defend its allies and territory.
Haley called the Chinese-Russian plan while proposed a freeze of the DPRK’s nuclear and missile activity for the suspension of the joint US-South Korean military exercises “insulting.” She said, “When a rogue regime has a nuclear weapon and an ICBM pointed at you, you do not take steps to lower your guard. No one would do that. We certainly won’t.”
Haley said her delegation will be circulating a draft resolution to impose the toughest possible sanctions on the DPRK this will and expected to put the text to a vote next Monday. She said, “Only the strongest sanctions will enable us to resolve this problem through diplomacy” adding that the Council had “kicked the can down the road long enough; there is no more road left.”
Chinese ambassador Liu Jieyi said the Chinese-Russian proposal remained practical and feasible and eases the concerns of all parties. He said the situation on the Korean Peninsula is constantly deteriorating adding that the issue “must be resolved peacefully.” Liu stressed that China will “never allow chaos and war on the Peninsula.” He called on the parties to “strengthen their sense of urgency, take due responsibility, play their due roles, take practical measures, and make joint efforts to ease the situation, restart the dialogue and talks, and prevent further deterioration of the situation on the Peninsula.”
UN political chief Jeffrey Feltman said the DPRK’s nuclear test is “yet another serious breach” of its international obligations and is “profoundly destabilizing for regional and international security.” He reiterated Secretary-General António Guterres’s call on the DPRK leadership to cease such acts and to comply fully with its international obligations under Security Council resolutions. Feltman said the Secretary-General counts on the Security Council to remain united and take appropriate action to respond to the test.
The latest DPRK nuclear test was announced by the country’s official news agency on 3 September. The Nuclear-Test-Ban Treaty Organization (CTBTO) picked up an unusual seismic event which measured approximately 6.0 in magnitude making it the largest DPRK nuclear test yet. Experts have estimated a yield of between 50 and 100 kilotons, or on average more than five times more powerful than the weapon detonated over Hiroshima and at the low end of the yield of a modern thermonuclear weapon.
