6. SOUNDBITE (English) Donald Trump, President, United States:
“The United Nations has not reached its full potential because of bureaucracy and mismanagement. While the United Nations on a regular budget has increased by 140 percent and its staff has more than doubled since 2000, we are not seeing the results in line with this investment. But I know that under the Secretary-General that’s changing and it’s changing fast. And we’ve seen it.”

8. SOUNDBITE (English) Donald Trump, President, United States:
“We seek a United Nations that regains the trust of the people around the world and in order to achieve this the United Nations must hold every level of management accountable, protect whistle-blowers, and focus on results rather than on process. To honour the people of our nations we must ensure that no one and no member state shoulders a disproportionate share of the burden, and that’s militarily or financially.”
9. Wide shot, ECOSOC
10. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“Someone out to undermine the UN could not have come up with a better way to do it than by imposing some of the rules we have created ourselves. I even sometimes ask myself whether it was a conspiracy to make our rules exactly what they need to be for us not to be effective.
But above all, let us never forget that we are here to serve. To serve the people. People suffering in poverty or exclusion, people victimized by conflict, people whose rights and dignity are being denied, people with ideas and dreams who need a helping hand.”
9. Med shot, delegates
10. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“To serve the people we support and the people who support us, we must be nimble and effective, flexible and efficient. And we must do so keenly aware of our obligation to live up to the values of the United Nations Charter. Together, we are making progress on a broad and bold reform agenda to strengthen the United Nations.”

Storyline

At an event co-hosted by United States President Donald Trump, Secretary-General António Guterres today (18 Sep) launched a pledge of support for United Nations (UN) reforms that has the backing of 128 countries.

Opening the proceedings, President Trump said the UN “has not reached its full potential because of bureaucracy and mismanagement.”

Trump said “we are not seeing the results in line with this investment,” but acknowledged that “under the Secretary-General that’s changing and it’s changing fast.”

He said “we seek a United Nations that regains the trust of the people around the world and in order to achieve this the United Nations must hold every level of management accountable, protect whistle-blowers, and focus on results rather than on process.”

Trump added that “to honour the people of our nations we must ensure that no one and no member state shoulders a disproportionate share of the burden, and that’s militarily or financially.”

Secretary-General Guterres told the meeting that “someone out to undermine the UN could not have come up with a better way to do it than by imposing some of the rules we have created ourselves.”

He said that above all, the Organization must serve “people suffering in poverty or exclusion, people victimized by conflict, people whose rights and dignity are being denied, people with ideas and dreams who need a helping hand.”

Guterres stated that “to serve the people we support and the people who support us, we must be nimble and effective, flexible and efficient.”

The 10-point Declaration for support for UN reforms aims to simplify procedures and decentralize decisions, with greater transparency, efficiency and accountability.
