“This year’s adoption of the Advance Passenger Information standard, which becomes effective on 23 October 2017, will make it harder for foreign terrorist fighters to move between states. Our collaboration with the Counter-Terrorism Executive Directorate (CTED), with additional participation from the Counter-Terrorism Implementation Task Force entities, ensures this important programme is at the forefront of state’s priorities.”

“The objectives of the Global Aviation Security Plan reflect those of resolution 2309. Once finalized, the Global Aviation Security Plan will be the primary tool by which the aviation security community fulfils its roles as defined in the resolution. ICAO will carefully analyse indicators and monitor progress in achieving these milestones, but of course the ultimate results will be largely dependent on the dedication and actions of states and industry operators.”

“Attacks against international civil aviation cause a substantial loss of life, economic damage and disruption. There is a growing awareness of the global terrorist threat to civil aviation. However, we must work together urgently to further strengthen Member States' implementation of the obligations and commitments aimed in addressing the threat. And, in doing so, we must work together to assist those States that lack the capacity to do so effectively.”

The Secretary-General of the International Civil Aviation Organization (ICAO), Fang Liu, told the Security Council today (27 Sep) that the adoption earlier this year of the Advance Passenger Information (API) standard, “will make it harder for foreign terrorist fighters to move between states.”
39 countries now require airlines to submit API information before the flight’s arrival. API information consists of machine readable passport data, including full name, date or birth, gender, passport number, country of citizenship, and country of passport issuance, according to the International Air Transport Association (IATA).
Liu told the Council that, once finalized, the Global Aviation Security Plan (GASeP) “will be the primary tool by which the aviation security community fulfils its roles” as defined in Security Council resolution 1373.
Resolution 1373, adopted unanimously following the 11 September 2001 terrorist attacks on the United States encourages member states to share intelligence on terrorist groups.
Liu said “the ultimate results will be largely dependent on the dedication and actions of states and industry operators.”
Egypt’s Ambassador, Amr Abdellatif Aboulatta, who is the Chair of the Security Council Committee established pursuant to resolution 1373, concerning counter-terrorism, said “attacks against international civil aviation cause a substantial loss of life, economic damage and disruption.”
He added that member states must work together to further strengthen implementation “of the obligations and commitments aimed in addressing the threat. And, in doing so, we must work together to assist those States that lack the capacity to do so effectively.”
