A United Nations Security Council delegation visited Mopti, a Malian town 600 kilometres northeast of the capital, Bamako. Council members held meetings with local authorities and civil society representatives, stressing the need for joint efforts of governments and civil society to achieve peace and security in the Sahel region.
The delegation from New York, chaired by France, Italy and Ethiopia, visited the Group of Five for the Sahel (G5 Sahel) command Headquarters. They met with Malian General Didier Dacko, the commander of the G5 Force, to assess the progress made in its deployment and to discuss the security situation in the region.
General Didier Dacko said "we expect political support, a recognition of strength and then support in terms of equipment, in terms of training, in terms of capability development so that the Force can respond effectively to the expectations of Head of G5 Sahel states and populations.”
Mopti is located in the central region of Mali, an area which has seen a severe worsening of security in recent months where the increasing reach of terrorist groups and widespread banditry is a challenge. A Security Council meeting on support to the force is scheduled for October 30. A donor conference will take place in Brussels in December.
Ethiopian Ambassador Tekeda Alemu said “this is the end of our trip to Mali, and the lesson that we take, and the message that will be taken with us to New York is that the security situation is worse than we thought it was. The need for the G5 Sahel Force is absolutely critical, that as convinced as the international community has to do something, the Security Council has to do something.”
Francois Delattre, French Ambassador and the President of the Security Council for the month of October said "we are bringing back the confidence that the G5 Sahel Force is shaping up in a professional way, with the support of the international community. This is the message that has been heard, now it is up to us, it is up to the Security Council to put into practice the commitment engaged to bring all the support the G5 Sahel Force needs the support it needs, and now I speak on behalf of France, it is our moral and political responsibility to do so.”
Mopti was the last stop of the four-day Malian leg of the trip. The delegation has also visited Mauritania and Burkina Faso, with a two-fold objectives: to assess the situation of the G5 Sahel countries, in particular regarding the level and the nature of the threat posed by terrorism and transnational organized crime and to deliver a clear message to the parties in Mali regarding the need to accelerate the implementation of the 2015 Peace and Reconciliation Agreement.
