Speaking to a CARICOM-UN High-Level Pledging Conference, Secretary-General António Guterres today (21 Nov) said countries disproportionally vulnerable to disasters “must be able to access financing on terms and conditions that are appropriate to their specific needs and circumstances.”
Guterres told the meeting “it is time for long-term mechanisms that recognize vulnerabilities as the new normal,” adding that “we can no longer rely on exceptions and ad hoc decisions.”
The Secretary-General said “it used to be rare to see so many storms of such strength. But unfortunately, just as climate scientists predicted, this is becoming the new normal – even sooner than expected.”
He said that during his recent visits to Dominica and Antigua and Barbuda, he saw “a level of devastation that I have never witnessed before in my life.”
In Dominica, he said, “I saw a generation of development gains lost in a matter of hours,” while Barbuda, he added, “was rendered entirely uninhabitable.”
The Prime Minister of Barbuda, Gaston Alfonso Browne, told the meeting that “liability for the destruction of Barbuda and the dislocation of its residents resides those who continue to use fossil fuels excessively; those whose carbon emissions have unleashed the demons of climate change.”
He said that therefore “the burden of building a more climate resilient community should not fall to the victims of climate change alone.”

The Conference, 'Building a more Climate Resilient Community', is aimed at rebuilding the CARICOM Members devastated by Hurricanes Irma and Maria as the first climate resilient countries in the world and at helping the wider CARICOM Region improve its resilience.
