12 JANUARY 2018, KUTUPALONG REFUGEE CAMP, BANGLADESH

1. Various shots, Rohingya refugees at the shelter
2. SOUNTBITE (English) Richard Evans, Senior Shelter Specialist, UNHCR:
“This is a typical example of a shelter which has been built by the Rohingya themselves from a UNHCR-funded distribution of a shelter kit. Now, a shelter kit consists of three main things: the bamboo, two different types of bamboo, structural bamboo, and also a thinner bamboo for the roofing. Rope, two types of rope, one strong rope, one smaller rope to bind it all together. And of course, plastic sheeting.”

4. Various aerial shots, refugee building shelters
5. Various shots, refugees building their own shelters
6. UPSOUND (English) Richard Evans, Senior Shelter Specialist, UNHCR:
“We are working with the communities and with their structures to make sure people have a disaster response plan. So, when it does rain and when they see the conditions are worsening, they have a plan They know what to do. They know to come to a safe haven.”

11. UPSOUND (English) Richard Evans, Senior Shelter Specialist, UNHCR:
“This is as good as we can get at the moment. We are dealing with a case load of 150,000 plus shelters to get ready. In the last six weeks UNHCR and its partners have got 30,000 ready. Still we have a tremendous amount of work to do.”

Storyline

UN Refugee Agency (UNHCR) is working to re-position and weatherproof Rohingya refugee shelters in southern Bangladesh in preparation for the coming monsoon season.

During the first weeks after Rohingya refugees poured over the border from Myanmar into camps in Bangladesh in August 2017, there was little time to plan either the location or construction of the shelters.

Bamboo and sheeting that could be procured locally were assembled to provide basic relief for the refugees.

Now that the displacement has slowed - leaving 655,000 refugees hemmed into this area, the majority in the extended Kutupalong camp - the focus is turning to providing improved shelter materials, helping refugees to build more robust structures, and, where possible, relocating families to more stable ground.

UNHCR’s Senior Shelter Specialist Richard Evans said his organization provided distributed a shelter kit to the refugee families, adding that “a shelter kit consists of three main things: the bamboo, two different types of bamboo, structural bamboo, and also a thinner bamboo for the roofing. Rope, two types of rope, one strong rope, one smaller rope to bind it all together. And of course, plastic sheeting.”

All this aims at saving lives before the rainy season starts in a few months’ time. After that, this low-lying land, interspersed with rolling hills, will become susceptible to landslides and flash-floods.

Evans said “we are working with the communities and with their structures to make sure people have a disaster response plan. So, when it does rain and when they see the conditions are worsening, they have a plan they know what to do. They know to come to a safe haven.”

So far, UNHCR has distributed 30,000 shelter kits and has a target of 80,000 by March. In all, there are about 150,000 shelters in Kutupalong.

Evans said “this is as good as we can get at the moment. We are dealing with a case load of 150,000 plus shelters to get ready. In the last six weeks UNHCR and its partners have got 30,000 ready. Still we have a tremendous amount of work to do.”
