“The news out of Syria this morning is following a troubling pattern. There are reports of yet another chemical weapons attack on Sunday. Victims of what appears to be chlorine gas are pouring into hospitals. Few things have horrified my country and the world as much as the Assad regime’s use of chemical weapons against its people. This Council has been outspoken on ending Syria’s use of chemical weapons, and yet, they continue.”

“Now, we have reports that the Assad regime has used chlorine gas against its people multiple times in recent weeks, including just yesterday. There is obvious evidence from dozens of victims. So, we proposed a Security Council press statement condemning these attacks. So far Russia has delayed the adoption of this statement – a simple condemnation of Syrian children being suffocated by chlorine gas.”

“The statements of these representatives, as always, contain very little truth mixed with mountains of lies. The Russian Federation has never contended that Sarin was used in Khan Shaykhun. However, what remains a mystery is who used Sarin gas, because the laughable conclusions of the JIM, do not persuade us.”

“The aim of their press statement is clear. It is to implicate the government of Syria, although it does not mention them directly in the press statement, but even mentioning of, the only mention of Chapter 7 of the Charter, clearly indicates what the real aim is. In our press statement we unequivocally condemn any use of chemical weapons in Syria; we call for new investigation of alleged use of chemical weapons that was reported recently, and we want the independent mechanism which we are advocating at the moment to ensure this credible, professional and impartial objective investigation.”

The Security Council today (05 Feb) heard briefings on the use of chemical weapons in Syria, as reports of a new chlorine attack emerged on Sunday.
United States Ambassador Nikki Haley told the Council that “victims of what appears to be chlorine gas are pouring into hospitals.”
She said, “few things have horrified my country and the world as much as the Assad regime’s use of chemical weapons against its people,” yet, she added, “they continue.”
Haley said her delegation had proposed a Security Council press statement condemning the attacks, but “so far Russia has delayed the adoption of this statement – a simple condemnation of Syrian children being suffocated by chlorine gas.”
Russian Ambassador Vassily A. Nebenzia responded that statements heard today in the Council, “as always, contain very little truth mixed with mountains of lies.”
He said “the Russian Federation has never contended that Sarin was used in Khan Shaykhun. However, what remains a mystery is who used Sarin gas, because the laughable conclusions of the JIM, do not persuade us.”
For his part, Syria’s representative, Mounzer Mounzer, said Syria “condemns and rejects in the strongest possible terms any use of chemical weapons, or any other weapon of mass destruction given that this constitutes a crime against humanity and this constitutes an act which is unjustifiable regardless of the situation.”
Outside the Council, Ambassador Nebenzia told reporters that “the aim of their press statement is clear. The Council also heard a briefing from Under-Secretary-General for Disarmament Affairs, Izumi Nakamitsu, on the OPCW Fact-Finding Mission (FFM) which continues to look into all allegations of the use of chemical weapons in Syria.
