Ishrat Husain, chief economist of the African region of the World Bank, highlights the economic growth and stability most Asian countries achieved during the 1980s by switching expenditures, expanding exports, curtailing consumption and using borrowed funds in productive investments. In contrast, Mr. Husain says, countries of Latin America and Africa expanded external borrowing to offset the effects of the worldwide economic crisis. Reducing the debt is the only way to provide relief to African countries, Mr Husain suggests.
