Wadi D. Haddad, Special Representative of the World Bank to the United Nations, discusses Lebanon’s needs for reconstruction and development. Private Lebanese capital, Mr. Haddad says, can be mobilized to help in the rebuilding of the war-ravaged country – re-establishing economic and social stability and rehabilitating infrastructure and national services. To attract foreign aid and investment, he stresses that Lebanon must move towards political stability.
