This is a new reality in a country that certainly was face with tremendous challenges, but a country which enjoys a secure and stable environment which any and all observers in good faith can acknowledge.”

Highlighting an overall stable environment in Haiti, the Under-Secretary-General for Peacekeeping Operations, Jean-Pierre Lacroix, told the Security Council today (3 Apr) that the UN Mission for Justice Support in Haiti (MINUJUSTH’s) main objective “is to build on the achievements of MINUSTAH and is tied to the United Nations overarching goal of consolidating stability and security in the country to facilitate Haiti’s path to longer-term development.”

Lacroix said, “a stronger rule of law and the enjoyment of human rights remain critical foundations” and noted that “other key areas of support of the Mission are dedicated to helping curb prolonged pretrial detention and prison overcrowding, notably through an on-site monitoring of activities at the Tribunal de Première Instance of Port-au-Prince to ensure caseload management procedures are applied, and provision of assistance to the Penal Chain Committee of that court.”

The Under-Secretary-General stressed that “as a peacekeeping operation, MINUJUSTH can only be effective if it has a sound relationship with the Haitian government and people based on solidarity and mutual trust.”

He added that “a frank, open and respectful dialogue with key national stakeholders is necessary to allow for positive collaboration at all levels in order to bring about effective change.”

While acknowledging that this relationship could have been smoother, he said that he was also encouraged by recent indications of a closer, substantive convergence of national and UN priorities.

Haitian Ambassador, Denis Régis, told the Council that “Haiti today is a country at peace.”
