15. Pan right, tent interior
16. SOUNDBITE (English) David Shearer, Special Representative of the UN Secretary-General for South Sudan:
“At one point at the end of last year, I felt like we were moving in the right direction. Today, after seeing what I’ve seen here, houses burned, children shot, the discussion of more conflict, and more war, cattle raiding, it’s pretty disappointing. I know this is only one place but all across South Sudan there is conflict like this, if not happening in one place, then in another. So our job is to protect people and help them get through these dark times so that the peace process can work and we can try and find some more durable solution.”

Storyline

The recent surge in violence across the Unity region of South Sudan sent hundreds of civilians fleeing to United Nations protection sites, while some humanitarian organizations were forced to halt their activities in the area because of ongoing fighting between Government and Opposition forces.

The United Nations Special Representative of the Secretary-General for South Sudan and the head of the UN peacekeeping mission in the country David Shearer has flown in to talk to the warring parties in hope they will lay down their weapons and work toward peace.

SOUNDBITE (English) David Shearer, Special Representative of the UN Secretary-General for South Sudan:
“The intensification of the conflict on the ground has this huge human impact. A little girl with a bullet, fortunately went right through her stomach and out her back, and she’s still alive but that’s just one example of dozens around here and we know that hundreds, if not thousands, of people have fled into the swamps and are living on islands, living on wild vegetables and fruit just to try and stay alive and stay out of the conflict at the moment.”

In Dablual, in Opposition-controlled territory, local leaders told Shearer the Government is targeting people in villages across the region. The local governor says the community is desperate for peace.

SOUNDBITE (English) Gen.Joseph Nhial, SPLM-IO Liech Deputy Governor:
“The soldiers come and look for the IO soldiers. They come and kill the old women, the children, the old men. They destroy everything. They burn all the houses, they destroy everything, including the borehole which is now broken. When they are finished and go back, people cannot come and get water here.”

Just a few miles away, Leer town is held by the Government, which blames rebels and young cattle raiders for the violence.

Nyakui Kong said her life was spared by the sheer luck.

SOUNDBITE (Arabic) Nyakui Kong, Internally Displaced Person:
“People outside are being killed. Sometimes they hang you. Someone tried to hang me on a tree but luckily I fell down and ran to the United Nations base.”

John Matip Gatluak, Deputy Governor of the Southern Liech claims the Government is doing everything to bring the other side to the table.

He said “we tell them to listen to the word of our President so that we can go to the negotiating table to discuss and to see a possible solution without a fight and I hope peace is here. We are the people who will bring peace. Together with our President and leadership, we will bring peace.”

The surge in violence comes just weeks before peace talks take place in Addis Ababa – an opportunity that the warring parties must seize if they are to tackle the dire humanitarian, social and economic issues that are crippling this new nation.

SOUNDBITE (English) David Shearer, Special Representative of the UN Secretary-General for South Sudan:
““At one point at the end of last year, I felt like we were moving in the right direction.

UNMISS is intensifying its patrols to protect civilians and to monitor and report human rights violations. It is supporting the safe delivery of humanitarian aid and will continue to work alongside local communities to end the hostilities and build durable peace for the sake of the people.
