"Time has come for concrete action on small arms", says João Honwana, Chief of the Conventional Arms Branch of the United Nations Department for Disarmament Affairs and Secretary-General designate of the UN Conference on the Illicit Trade in Small Arms and Light Weapons in All its Aspects. Small arms and light weapons are increasingly used as primary instruments of violence in internal conflicts. They are responsible for large numbers of deaths and the displacement of people worldwide. The vast majority of casualties in these conflicts have been civilians, mostly women and children. In this edition of World Chronicle, João Honwana talks about the problems of the wide availability of small arms worldwide and the efforts of the International Community to control the illegal supply of these weapons.
