The threat of nuclear annihilation seems now more distant than it did a generation ago. Yet nuclear stockpiles remain, and regional tensions in South Asia and the Middle East sometimes reawaken fears of a nuclear conflict. At the same time, other weapons of mass destruction, such as chemical and biological weapons, and their possible acquisition by terrorist organizations, are threatening international security. And in many countries, death is brought on in civil war by cheap and plentiful small arms. What happened to the "peace dividend" that the end of the Cold War was supposed to bring? Can a more informed public make a difference on disarmament issues?
