When 150 world leaders met at the United Nations for the Millennium Summit in the year 2000, they signed a common pledge - the Millennium Declaration. They agreed on concrete goals: from halving the number of people who live on less than one dollar a day, to halting the spread of AIDS and malaria. And they agreed on a timetable for achieving them. But that was before the war on terrorism - and weapons of mass destruction - came to dominate much of the world's attention. Is the world still interested in fighting a complex war on poverty, disease and ignorance? How can donor governments be encouraged to meet their commitments to improve the lot of the world's poorest people?
