As recently as June 2002, the major donor nations called the New Partnership for Africa's Development (NEPAD) an "historic opportunity to overcome obstacles to development in Africa". But will they make good on their commitments? Will African governments be up to such tasks as promoting good governance and respect for human rights? And what consequences will issues such as the conflict in Iraq, capital flight, and collapsing school systems have for Africa's future?
