Cellphones, teleconferencing, the Internet - all these Information and Communications Technologies - are rapidly becoming the essential utilities of our time. But how "public" are these utilities? Should the use of these technologies be regulated, and if so, how, and by whom? Should countries where people struggle for access to electricity and clean water invest in communications technology?
