“If the south-west sees a full-scale battle-to-the end, it could be like East Aleppo and Eastern Ghouta combined together, in terms of the population in areas that might be affected. Some 45,000 people, perhaps almost 50,000 I hear, have already been displaced due to fighting, mostly from eastern Daraa governorate to areas near the Jordanian border.”

“We are gravely concerned by battlefield developments and their potential to expand into regional tensions. So, we do urge this council and all interested parties to help in finding an arrangement or a solution, in the south-west that will spare civilian suffering and large movements of displaced people and reduce potential tensions, so we do not see once again, seven years afterwards, perhaps when we are getting closer and closer to the end of this conflict, a repetition of what we saw sadly in Aleppo and Eastern Ghouta.”

“2018 has seen a rapid evolution of the conflict, with shifts in control of territory and mass movements of people, with nearly an additional one million people displaced this year alone. While geographical space for cross-border operations has sunk, as areas in the south-east of Idlib have transitioned in control, the size of the populations supported by United Nations cross-border operations has actually increased, and the needs of people have become even more acute.”

“It is necessary to hold the report drafters accountable for their violations of the provisions of Security Council resolutions on combatting terrorism. They have named al-Nusra Front, Hay’at Tahrir Al Sham, and other affiliated groups as ‘the armed opposition in Idlib.’ These are groups that were designated as terrorist entities in the Security Council list.”

Briefing via videoconference, the Special Envoy for Syria, Staffan de Mistura, today (27 Jun) told the Security Council that “if the south-west sees a full-scale battle-to-the end, it could be like East Aleppo and Eastern Ghouta combined together, in terms of the population in areas that might be affected.”
De Mistura noted that up to 50,000 people “have already been displaced due to fighting, mostly from eastern Daraa governorate to areas near the Jordanian border.”
The Special Envoy said he was “gravely concerned” at the turn of events in the country’s southwest, with a full-scale ground and aerial offensive taking place there, and warned of the “potential to expand into regional tensions.”
He urged the Council “and all interested parties to help in finding an arrangement or a solution, in the south-west that will spare civilian suffering and large movements of displaced people and reduce potential tensions, so we do not see once again, seven years afterwards, perhaps when we are getting closer and closer to the end of this conflict, a repetition of what we saw sadly in Aleppo and Eastern Ghouta.”
Meanwhile, John Ging, the Director of Operations for the Office of the Coordination of Humanitarian Affairs, detailed the humanitarian consequences of the fighting in Dara’a Governorate, saying that to date, an estimated 45,000 to 50,000 people have been displaced due to fighting.
Ging said “If the south-west sees a full-scale battle-to-the end, it could be like East Aleppo and Eastern Ghouta combined together, in terms of the population in areas that might be affected. He added that humanitarian access in Afrin district continues to improve, while needs in that district are considered to remain high, with most health facilities in rural areas closed.
For his part, Syrian Ambassador Bashar Ja'afari disputed the findings of the latest Secretary-General’s report on Syria.
