Marking one year of the adoption of the first Security Council stand-alone resolution on mine action United Nations (UN) Assistant Secretary-General Alexandre Zouev today said “mine action is a precondition for stabilization and peacebuilding and, eventually, sustainable development to take hold.”

Briefing the Council on Secretary-General’s report on mine action, UN Assistant Secretary-General Alexandre Zouev said though after years of decrease, “casualty numbers from explosive hazards are on the rise again.”

Zouev added “despite the clearance efforts of the United Nations, Member States and non-governmental organizations, the International Campaign to Ban Landmines recorded over 8,500 casualties of mines, explosive remnants of war and victim-operated improvised explosive devices in its latest annual report.”

The Assistant Secretary-General noted that the figure represents “over twice as many victims as four years ago.”

He said “over 2,000 of those victims were killed; nearly a quarter of them were children. Considering the difficulty of gathering data during active conflicts, it is likely that the actual number of casualties is much higher.”

Zouev also noted the importance of mine action to peacekeeping, and humanitarian assistance.

According to the UN, in armed conflicts, improvised explosive devices have become the main driver of increased deaths and injuries among civilians and peacekeepers.

The Assistant Secretary-General reiterated that peace operations are more effective, and lives are saved, when the threat posed by explosive hazards is considered from the earliest stages of planning and programming.

On behave of the Secretary-General, he urged Member States to “provide lasting, predictable and Unallocated funding to their voluntary contributions fund to the United Nations.”

In June 2017, the Security Council adopted unanimously resolution 2365, which is the Council’s first stand-alone resolution on mine action.
