“We have tried to find a way to avoid a battle for the city and the port of Hudaydah. And we are still trying. But even though the requirements for such a deal, for such an arrangement, are not yet met it is to be noted that our efforts with your unified Council support have managed to narrow the gap between the two sides in a way that nobody expected. What is clear to me now, Madame President, is that this issue, the resolution to the specific crisis in Hudaydah, has a better chance of being resolved within the context of a comprehensive political settlement.”

“Conflict in Hudaydah Governorate has escalated significantly. Earlier today, we received reports that attacks occurred around the entrance to one of the few functioning public hospitals in Hudaydah and an adjacent fish market, causing civilian casualties. Since the 1st of June, violence has forced more than 340,000 people from their homes across the Governorate. Most are sheltering with host communities near their areas of origin, while smaller numbers have arrived in Sana’a, Aden and surrounding areas. Sustained hostilities in Hudaydah city, interruptions to the port operations or a siege of the city, would be catastrophic and must be avoided.”

Storyline

The UN Special Envoy for Yemen, Martin Griffiths, today (2 Aug) told the Security Council that efforts are being made to “find a way to avoid a battle for the city and the port of Hudaydah,” but the requirements for such a deal “are not yet met.”

Nevertheless, Griffiths noted that “our efforts with your unified Council support have managed to narrow the gap between the two sides in a way that nobody expected.”

He added that “the resolution to the specific crisis in Hudaydah, has a better chance of being resolved within the context of a comprehensive political settlement.”

In that regard, Griffiths said, “after having consulted with the parties, I plan therefore to invite them to Geneva on September the 6th for a first round of consultations. These consultations will provide the opportunity for the parties, among other things, to discuss the framework for negotiations, to agree on relevant confidence building measures, and specific plans for moving the process forward.”

On the humanitarian front, the Director of the Coordination and Response Division of the Office for the Coordination of Humanitarian Affairs, John Ging, told the Council that the conflict in Hudaydah Governorate “has escalated significantly.”

Ging reported that earlier today, “attacks occurred around the entrance to one of the few functioning public hospitals in Hudaydah and an adjacent fish market, causing civilian casualties.”

Since the 1st of June, he said “violence has forced more than 340,000 people from their homes across the Governorate.”

Ging stressed that “sustained hostilities in Hudaydah city, interruptions to the port operations or a siege of the city, would be catastrophic and must be avoided.”

For his part, the General Secretary of the Yemen National Dialogue Conference, Ahmad Awad bin Mubarak, told the Council that “the Arab Coalition has just announced that there were no military operations by the Coalition” in the area of the reported attacks, “and the Coalition had no targets therein.”

He said that investigations will be conducted.
