Speaking to reporters Wednesday (3 Oct) at the United Nations in New York, Sacha Sergio Llorentty Solíz, Permanent Representative of Bolivia to the United Nations said “Regarding the decision of the International Court of Justice on the request of Bolivia to negotiate sea access to the Pacific Ocean against Chile, Bolivia respects the Court’s decision but it does not share that decision.”

Soliz underlined “there have been a number of elements within that decision which we have found to be contradictory and in the context of our rights, we will make this known at the proper time by the proper authorities.”

On October 1st, the International Court of Justice (ICJ), the principal judicial organ of the United Nations, delivered its Judgment in the case of "Obligation to Negotiate Access to the Pacific Ocean" (Bolivia v. Chile).

In its Judgment, which is final, without appeal and binding on the Parties, the Court established that the Republic of Chile did not undertake a legal obligation to negotiate a sovereign access to the Pacific Ocean for the Plurinational State of Bolivia and decided, by twelve votes to three, that none of the points invoked by Bolivia establishes an obligation on Chile to negotiate Bolivia’s sovereign access to the Pacific Ocean.
