Welcoming progress in creating conditions for the drawdown of the African Union‑United Nations Hybrid Operation in Darfur (UNAMID), the Security Council today called on all actors to reinforce cooperation for successful transition from peacekeeping to development in the Sudanese region.

In presidential statement S/PRST/2018/19 statement presented by Kacou Houadja Léon Adom (Côte d’Ivoire), Council President for December, the 15‑member organ underlined the importance of closely monitoring progress toward the benchmarks and indicators proposed by the Secretary‑General in his report of 12 October 2018 (document S/2018/912). They requested further details regarding the indicators to help guide their consideration on the future of UNAMID’s mandate, which is projected to be completed on 31 December 2020 if conditions on the ground are conducive.

The Council encouraged that protection of displaced persons and other civilians be prioritized, as well as the protection of human rights and rule of law. They also requested priority be given to progress on the humanitarian situation and disarmament, demobilization and reintegration in reporting on the benchmarks and indicators.

For progress toward the indicators, the Council called on the Government to build upon steps it has already taken to implement the Doha Document for Peace in Darfur by engaging constructively with UNAMID, the United Nations Country Team and the International Implementation Follow‑up Committee, as well as relevant national stakeholders.

The Council also encouraged UNAMID and the Country Team, in coordination with relevant stakeholders, to ensure integration of activities in support of the Darfur peace process, the Government’s development goals and general progress toward the proposed benchmarks.

The Security Council took note of the potential role of the Peacebuilding Fund in mobilizing funds for all such purposes and encouraged Member States and donors to participate in a proposed donor conference and in the ongoing reinvigoration of the Darfur Development Strategy.

On recent developments, it welcomed improvements in the security situation across Darfur outside the Jebel Marra area, encouraging the Government of Sudan to continue civilian disarmament in close coordination with UNAMID. It urged all parties in Jebel Marra to adhere to their unilateral cessations of hostilities and to allow unhindered humanitarian access. It recalled its intent to consider additional measures against those who impede the peace process.

Noting the ongoing handover of UNAMID team sites to the Government in accordance with its resolutions, the Council emphasized the need for proper transfer in line with United Nations regulations, as well as unfettered UNAMID access to the areas from which it has withdrawn.
