“It is god that the Council was able to show unanimity on this very important issue that affected so many millions of citizens in Yemen today. Mr. President, the resolution endorses all the agreements reached by the parties in Stockholm. This critically includes the cease-fire, a mutual redeployment of force from Hudheidah City and port, and that came into force on the 18th of December. It authorizes the United Nations to deploy support for implementation of those agreements, including monitors, and as we heard from the Secretary-General the other day, he is working on an advance team that will go in in the next few days.”

Storyline

The United Nations Security Council today (21 Dec) endorsed the agreement reached between the Government of Yemen and leaders of the opposition Houthi movement, at the recent UN-backed talks in Sweden, and authorized the deployment of an advance team to facilitate the monitoring and implementation of the Stockholm Agreement.

That ground-breaking agreement, following the first talks between the warring parties in more than two years, includes a ceasefire in and around the vital port city of Hudaydah – the conduit for nearly 80 per cent of Yemen’s life-saving food, medical aid and fuel. The truce entered into force on 18 December.

Karen Pierce, Permanent Representative of the United Kingdom, which drafted the resolution, said “the resolution endorses all the agreements reached by the parties in Stockholm,” including “cease-fire, a mutual redeployment of force from Hudaydah City and port, and that came into force on the 18th of December” and “authorizes the United Nations to deploy support for implementation of those agreements, including monitors, and as we heard from the Secretary-General the other day, he is working on an advance team that will go in in the next few days.”

Russian Ambassador Dmitry A. Polyanskiy, said it was “very significant that this document was supported by the Yemenis themselves as well as regional players.”

Polyanskiy said, “we trust that by continuing to work together in the future we can achieve a comprehensive ceasefire in the country and also, we can help millions of Yemenis who desperately need some kind of assistance.”

For his part, Yemeni Ambassador Abdullah Ali Fadhel Al-Saadi, welcomed “the unified position of members of the Security Council in the Yemeni file, which has persisted from the beginning of the Yemeni crisis.”
He expressed hope that “this position will stand until we achieve a sustainable, an end to the coup d’état, and the implementation of all the resolutions of this Council, because the Yemeni people look forward for the results of implementing these resolutions on the ground.”

The draft urged the parties to continue to “engage constructively, in good faith and without preconditions” with Martin Griffiths, the UN Special Envoy for Yemen, including by working to stabilize the war-battered economy and reopening Sana’a airport, as well as committing to another round of peace talks, in January 2019.

Further in the resolution, the 15-member Council authorized the Secretary-General to establish and deploy, “for an initial period of 30 days”, an advance monitoring team on the ground, to support and facilitate the immediate implementation of the Stockholm Agreement.
