The film takes a look at how this unique institution operates and its special role in the development of international law. Also examined are the day to day procedures of this tribunal, composed of 15 judges, who preside over a courtroom where the adversaries are not individuals but nation. Illustrations of some of the issues brought before the court over the years include fishing and mineral rights in the North Sea and nuclear testing in the Pacific.
