3. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“This in turn has been a factor in reducing trust; trust in governments, trust in political establishments, and trust in international organizations like the UN itself. It is our duty in parliaments and the UN to re-establish trust. We no longer live in a bipolar or unipolar world, but neither are we yet in a multipolar world. We are in a kind of a chaotic situation of transition.”

5. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“It’s time to show people that multilateralism can deliver. And it is not enough to say we need multilateralism. We need also to understand the grievances and get at the root causes of why large sectors of the population in different parts of the world today feel abandoned. We need to show people that we care and that we have not forgotten or forsaken them. We need to show that politics is a noble undertaking and not merely the pursuit of power. And we need to demonstrate that our ideas, policies and programs aim at solving their problems. Our platform for a fair globalization is the 2030 Agenda for Sustainable Development.”

7. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“We have launched a robust programme of reform across the development system, in management, on gender parity, in peace and security, and on sustainable development. It aims at better coordination, simplification of procedures, decentralization, transparency, and accountability. And we are committed to providing value for the money that taxpayers entrust to the United Nations, and as decided by parliaments around the world. The United Nations needs to be able to deliver better and better.”

At a meeting of the Inter-Parliamentary Union (IPU), UN chief Antonio Guterres said it was “time to show people that multilateralism can deliver” adding that we needed to show “that politics is a noble undertaking and not merely the pursuit of power.”
Guterres told parliamentarians that while global challenges are connected, our responses remained fragmented. He noted that globalization and technological progress had led to remarkable advances, but they have also generated increased inequality, especially within countries, and left people, sectors, and regions behind. He added, “This in turn has been a factor in reducing trust; trust in governments, trust in political establishments, and trust in international organizations like the UN itself.”
The Secretary-General stressed that it was the duty of parliaments and the UN “to re-establish trust.” He said we no longer live in “a bipolar or unipolar world, but neither are we yet in a multipolar world; we are in a kind of a chaotic situation of transition.” He said multipolarity might be a factor of equilibrium but it is not a guarantee of peace and security, as demonstrated in Europe in the first and second world war. He underscored his deep conviction that there is no other way to deal with global challenges than with global responses, organized in a multilateral way.
Guterres insisted that governments and intergovernmental organizations alone could not deal with climate change, migration, regionalized and internationalized conflicts, the Fourth Industrial Revolution or other key challenges.

The Secretary-General said it was also time to reform global institutions, including the United Nations. He said, “We have launched a robust programme of reform across the development system, in management, on gender parity, in peace and security, and on sustainable development.
