At a ministerial meeting on peacekeeping, UN chief António Guterres said that making the missions stronger and safer is one of the key elements of Action for Peacekeeping initiative, adding “refocusing peacekeeping with more realistic expectations, and mobilizing greater support for political solutions.”
Speaking today (29 Mar) at the event called UN Peacekeeping Ministerial on Uniformed Capabilities, Performance and Protection, UN Secretary-General thanked the more than 150 governments that have signed up to the Statement of Shared Commitments.
He noted that there are already results: last year, there was a significant reduction in the number of peacekeepers killed. The missions are more agile and more proactive – as seen recently in the Democratic Republic of the Congo and the Central African Republic.
He also encouraged the consideration of innovative solutions like triangular partnerships and joint contingents, in which one group of governments provides equipment and training, and another provides troops and police.
Guterres also highlighted that despite the efforts done by the UN in partnership with Member States, incidents of sexual exploitation and abuse continue to cause irreparable damage to the people.
He said, “the era of silence and taboos is over; we are now in an era of transparency and accountability. I am also fully committed to environmental management of our missions and to minimizing any risks to personnel, communities and their environments.”

At the beginning of the event, the Secretary-General asked attendants to take a minute of silence for the fallen peacekeepers. According to the UN, 27 UN peacekeepers were killed by violent acts in 2018.
Speaking about priorities, the Peacekeeping chief Jean-Pierre Lacroix said, “we are not seeking large traditional units at present, instead as the Secretary-General underlined, we must address critical shortfalls including helicopters, quick reaction forces, peacekeeping intelligence capabilities and counter IED (Improvised Explosive Devices) units, as well as qualified staff officers.”
Lacroix also highlighted, “we are committed to enhancing peacekeeping performance for maximum impact. The link between performance and the safety and security of peacekeepers is clear and enhancing both is utmost priority.”
On gender parity in the peacekeeping operations, Lacroix said, “increasing the number of women soldiers and police deployed to peacekeeping mission is an operational imperative.”
He added, "For example, the establishment of engagement teams that include women can create, actually does create, trust and build enduring relationships that help prevent violence against civilians.”
Today Government ministers from around the world are gathering at the UN General Assembly Hall at the UN Peacekeeping Ministerial: Uniformed capabilities, performance and protection to reaffirm their commitment to UN Peacekeeping and discuss concrete ways to work towards strengthening performance and protecting civilians in the coming year.
The 2019 ministerial meeting provides an opportunity for delegates to collectively generate the specialized capabilities necessary for contemporary United Nations peacekeeping as requested in the United Nations Peacekeeping Uniformed Capability Requirements Paper, with a specific focus on increasing the role of women in peacekeeping.
