German Ambassador Christoph Heusgen today (18 Apr) called on the Security Council to come up with “a strong resolution” on Libya and added that “by not having this right now, is something that is frustrating.”

Heusgen said, “we need to send this very strong message to the population that is desperate and when you hear now Grad rockets falling into civilian quarters, we need a strong voice from New York.”

The German Ambassador, who is presiding the Council during the month of April, said, “it’s very important that in this resolution also the question the arms embargo is being raised.”

Members of the Council were briefed via video link from Tripoli by the Secretary General’s Representative in Libya, Ghassan Salamé.

Heusgen said Salamé “described the humanitarian situation on the ground, which again is dire with almost 200 dead and hundreds injured, and many people displaced.”

On the political front, he said, “so far there is no progress.”

Libyan National Army (LNA) forces loyal to Khalifa Haftar launched an attack on Tripoli on 4 April, upending a national peace conference initially scheduled for April 14-16.
