Counsellors of States parties make their statements about the obstacles to agreement on the discontinuance of all test explosions of nuclear weapons. I.R. Kenyon, counsellor of the United Kingdom, believes that Conference on Disarmament is the best route for comprehensive test ban. David Ben-Rafael, counsellor at the Ministry of Foreign Affairs of Israel, indicates that Israel is a victim today, and underscores the importance of nuclear weapon free-zone.
And it is adopted by 74-2-10 to mandate President of Conference to continue consultations to achieve progress and resume work at an appropriate time. But Mary Hoinkes from the United States Arms Control and Disarmament Agency, points out that this exercise has not contributed to achieving comprehensive test ban treaty.
