Prepositioned stocks of food have been given to 100,000 people since the start of this month. Tents and other shelter items for 25,000 people are being distributed. But, as we’ve told you before, a full military incursion would overwhelm all ability to respond. We are rapidly approaching that scenario.”

clearly organized by people with access to sophisticated weapons including a modern air
force and so called smart or precision weapons. Are hospitals being deliberately targeted? I don’t know. The people who do are the ones dropping the bombs. Cut I can tell you is that there are a lot of attacks on these health facilities.”

Therefore it is the Syrian state which is responsible for protecting Idleb and its Syrian inhabitants from terrorism. It is the responsibility of the Security Council to help the Syrian state in this respect.”

Storyline

Briefing the Security Council on the situation in Idlib, the Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary Di Carlo, today (17 May) said, “we are at yet another juncture in the Syrian conflict where civilians are paying the price for a never-ending war.”

Di Carlo said, “we have been here before: in Aleppo, in Eastern Ghouta, and in Raqqa. Today it’s Idlib where 3 million civilians are at risk.”

The Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Mark Lowcock, said the “humanitarian response “is already stretched,” noting that “prepositioned stocks of food have been given to 100,000 people since the start of this month,” while “tents and other shelter items for 25,000 people are being distributed.”

He warned that “a full military incursion would overwhelm all ability to respond” and “we are rapidly approaching that scenario.”

Lowcock noted that at least 18 health facilities have been damaged or destroyed by air strikes, shelling or other fighting within the de-escalation zone.

He said, “who is bombing all these hospitals? I can’t say. But at least some of these attacks are

For his part, Syrian Ambassador Bashar Jaafari said, “Idlib is a Syrian governorate. Idleb is not in Germany, it’s not in Belgium, it’s not in Kuwait. It is the responsibility of the Security Council to help the Syrian state in this respect.”

In the last three weeks up to 160 people have been killed in Idlib, and at least 180,000
people have been displaced, while millions of people are crammed into an ever-smaller area.

There are reports of three IDP settlements being attacked, including an attack near a
market place in Jisr Al Shoghour that reportedly killed at least eight civilians and injured three others.

Some 17 schools have been damaged or destroyed, and many more are closed.
