“We are cognizant that AMISOM cannot stay in Somalia forever and it’s necessary to transition responsibilities from AMISOM to the Somali Security Forces. We are committed to the Transitional Plan which will enable AMISOM’s brave men and women to leave a noble legacy of a successful deployment in Somalia. However, Somalia stands at a critical juncture as we are approaching one-person-one-vote elections in 2020 / 2021. We are focused on ensuring a secure, transparent, and credible process that is embraced by our people and marks another important step in consolidating democracy and the rule of law in the country. Therefore, any planned drawdown must be done after thoroughly assessing the conditions on the ground.”

The Security Council today (31 May) unanimously voted to extend the mandate of the AU Mission in Somalia (AMISOM) for another year. Somali Ambassador Mohamed Rabi Yusuf said, “we are cognizant that AMISOM cannot stay in Somalia forever,” but stressed that “any planned drawdown must be done after thoroughly assessing the conditions on the ground.”
Yusuf said, “it’s necessary to transition responsibilities from AMISOM to the Somali Security Forces. We are committed to the Transitional Plan which will enable AMISOM’s brave men and women to leave a noble legacy of a successful deployment in Somalia. However, Somalia stands at a critical juncture as we are approaching one-person-one-vote elections in 2020 / 2021. The resolution adopted today expresses “grave concern at the humanitarian situation in Somalia” and ststes that “the situation in Somalia continues to constitute a threat to international peace and security.”
It underscores the need for all stakeholders to take into account the security situation in each location when transitioning, and for locations of drawdowns of AMISOM personnel to be determined by threat assessments and with due regard to the need to protect civilians and mitigate risk before, during and after any military operation.”
