Storyline

A joint mission of the government of Central African Republic (CAR), the African Union, and the United Nations, as well as the Cameroonian ambassador to the Central African Republic, went on Tuesday, June 18, to Koui, in the northwestern part of the country, where they met the leader of the armed group 3R. This group, led by Sidi Souleymane, alias Abbas Sidiki, is responsible for the massacre of dozens of villagers in the region on May 21. The representative of the government, General Henri Wanzet-Linguissara, Minister of Public Security, called for the disarmament of this armed group in the framework of the peace agreement signed in Bangui on February 6.

"The worry is that there are still men in arms. These men claim that they need these weapons to protect their livestock. The government is asking them to lay down their arms. Disarmament is obligatory. Everyone must respect the Bangui agreement and lay down their arms,” insists the General Henri Wanzet-Linguissara

The leader of the 3R group said he was ready to disarm as part of a demobilization and reintegration process.

"We must all disarm. Some will integrate the gendarmerie, the police, the police. Others will find a new occupation," said Sidiki.

During meetings with Sidiki in Koui, the Deputy Special Representative of the UN Secretary-General, Kenneth Gluck, recalled that the international community was still waiting for full cooperation with the investigation into the May 21 killings.

"We talked with Sidiki. We explained that we are very concerned that there is still no arrest following the killings of Koundjili, Lemouna, and Bong. We have all emphasized that the entire international community expects full cooperation with the ongoing investigations and that we cannot tolerate impunity for a massacre of this scale, " explains Kenneth Gluck

The 3R has already handed three of its men to justice. According to Sidiki, those who participated in the killings and who were not apprehended are on the run but will be arrested.
