The United Nations Security Council was briefed today (30 Oct) on the Secretary-General’s annual report on the cooperation between the UN and the AU with regards to peace and security in Africa, which is described in the report as a “predictable and strategic partnership to address complex peace and security challenges in Africa.”

The Secretary-General’s report was titled “Strengthening the partnership between the United Nations and the African Union on issues of peace and security in Africa, including on the work of the United Nations Office to the African Union.”

According to the report, the cooperation between the AU and the UN “has been characterized by more frequent and constructive exchanges, as well as more systematic coordination”, and “the United Nations and the African Union have made significant progress in developing a systematic, predictable and strategic partnership to address complex peace and security challenges in Africa”.

Addressing the Council via videolink from Djibouti, where she is attending a high-level retreat of AU special envoys and representatives, Hanna Serwaa Tetteh, Special Representative of the Secretary-General to the African Union and Head of the United Nations Office to the African Union said “contemporary threats to peace and security in Africa are complex and interconnected and their impact is so profound, that neither organization can resolve them without cooperation with the other.”

We recognize and leverage each other’s relative strengths and comparative advantages, in pursuit of a common objective, which is collective peace, security and development,” she added.

Tetteh highlighted the Joint AU-UN Framework for Enhanced Partnership in Peace and Security, signed in April 2017 which provided the approach and mechanisms to effectively address complex challenges.

According to the Framework, “the United Nations and the African Union have agreed to strive, wherever possible, to reach a common understanding of conflict situations and, through consultative decision-making, develop a collaborative approach. We have agreed to exchange information and analysis on the root causes of conflicts and on ongoing developments as the basis for subsequent joint assessments to help identify how the two organizations can work together to prevent or address them.”
