The heavily armed internal security forces have resumed patrolling with the UN Mission in the Central African Republic (MINUSCA) in the predominantly Muslim district of Bangui, known as PK5.
The resumption of these patrols comes at the request of the population after violent clashes during the Christmas period between traders and armed groups who ransom this district. More than 30 people, including women and children, were killed in the crossfire.
Colonel Andjia Christian Axel, Director General of Operations at the Ministry of the Interior in charge of public security explained, "after the last events that you know, and at the request of the population, a technical meeting was held in Minusca. Together with the president of the crisis committee, MINUSCA and the Minister of the Interior, we have put in place standards and rules regarding the return of the Security Forces to the 3rd arrondissement.”
After the latest clashes, a large delegation from MINUSCA and the government went to PK5. With their support, the merchants of this district have created a crisis committee responsible for facilitating the disarmament of the population.
Oumar Sinoussi, President of the crisis management committee of the 3rd district of Bangui said, "the situation in the 3rd arrondissement is right at the moment. We sleep well, there are no worries, but this situation must be preserved. MINUSCA and the national authorities are helping us and they must continue to do so.”
MINUSCA and the internal security forces began their daily joint patrols in PK5 on 3 January. At the same time, MINUSCA maintains a community police force that is responsible for gaining the confidence and support of the population of the neighbourhood.
Ali Hassan Kahin, Bangui Community Police Coordinator recalled, “this morning we went on a motorized patrol, followed by a foot patrol. They exchanged with the population, which was appreciated. The Director-General of Operations directed these local force units. He spared no effort. He is present before each operation to speak to all the elements. We, too, are intervening to remind the expectations of the population who so much desired our presence.”
Submitted from 2014 to the grip of various armed groups, the PK5 population welcomed the arrival of the internal security forces with the support of MINUSCA.
Abakar Ali, an inhabitant of PK5 said, "we have been waiting for these police and gendarmerie patrols for a long time. There were none because of our brothers who took up arms and are doing harm. We are relieved by the presence of the gendarmerie and the international force.”
Marthe Songbet, another inhabitant of PK5 added, "it was interesting to see the Minusca, the police, and the gendarmes arrive. This is the type of action we want in this country.”
The government, with the support of the merchants and MINUSCA, is determined to disarm or neutralize anyone moving with a weapon in the PK5, as well as to control and occupy the bases of the armed groups who ransom the population of this district.
