“We are clear that Russia’s military intelligent service, the GRU conducted these cyberattacks in attempt to sow discord and disrupt the lives of the ordinary Georgian people. These cyberattacks are part of Russia’s long running campaign of hostile and destabilizing activities against Georgia and are part of a wider pattern of malign activity. These actions clearly contradict Russia’s attempts to claim it is a responsible actor in cyberspace and demonstrate a continuing pattern of reckless GRU cyber operations against a number of countries.”

Estonia, the United States and the United Kingdom today said that Russia’s military intelligent service, the GRU, conducted cyberattacks “in attempt to sow discord and disrupt the lives of the ordinary Georgian people.”
In February, the Georgian Permanent Representative wrote to the Security Council regarding a large scale cyberattacks launched against the Georgian government and media website last October. Estonia, the US and the UK today (05 Mar) raised the issue to the Council.
Joined by ambassadors from the US and the UK, Estonian Ambassador Sven Jürgenson said, “these cyberattacks are part of Russia’s long running campaign of hostile and destabilizing activities against Georgia and are part of a wider pattern of malign activity.”
He continued, “these actions clearly contradict Russia’s attempts to claim it is a responsible actor in cyberspace and demonstrate a continuing pattern of reckless GRU cyber operations against a number of countries.”
The Estonia Ambassador reiterated, “Irresponsibility in cyberspace is detrimental to all of us. We together with the international community will continue our efforts to uphold an international framework of responsible state behaviour in cyberspace.”
