And stimulus packages must prioritize putting cash in the hands of women and increasing their social protection. It is also very important that African efforts to empower African youth, and the human rights of all must be respected.”

“It is highly important that both in our rapid response to the pandemic, and our long-term planning, we address the development-peace nexus and uphold human rights. To prevent conflicts during this pandemic, we must continue to address their root causes. As we experience socio-economic hardships due to the pandemic, we must continue to pay attention to the needs of the most vulnerable, including children, women, people with disability, and marginalized groups within our societies.”

Addressing a virtual meeting of the Africa Dialogue Series (ADS), Secretary-General Antonio Guterres today (20 May) said, the COVID-19 pandemic “is affecting capacity to support peace and security efforts in Africa,” and stressed that “failure to respond quickly and adequately could jeopardize progress towards Silencing the Guns by 2020 and achieving the Sustainable Development Goals and Africa’s Agenda 2063.”
The Secretary-General said UN peacekeepers “continue to protect civilians and undertake community outreach while strictly adhering to host-countries’ COVID-19-related measures” and “remain actively engaged with the parties to peace negotiatiors and other stakeholders.”
He said “women must be central to all peace processes, just as they will be central to every aspect of the COVID-19 response. And stimulus packages must prioritize putting cash in the hands of women and increasing their social protection. It is also very important that African efforts to empower African youth, and the human rights of all must be respected.”
The Under Secretary-General and Special Adviser on Africa, Bience Gawanas, told the meeting that “now more than ever, Africa needs the world and the United Nations to debate about what can we do to support the continent’s own efforts. For his part, General Assembly President Tijjani Muhammad- Bande said it was “highly important that both in our rapid response to the pandemic, and our long-term planning, we address the development-peace nexus and uphold human rights.”

The 2020 ADS takes place from 20 to 22 May 2020 under the theme: “COVID-19 and Silencing the guns in Africa: Challenges and opportunities”.
The overall goal is to enhance global advocacy in support of the African Union (AU) Master Roadmap and the UN Security Council Resolution 2457 (2019) on Silencing the Guns in Africa, and the Secretary-General’s Appeal for a Global Ceasefire, particularly in light of the COVID-19 health crisis.
The annual event is a global platform that focuses on current and emerging African issues and promotes high-level advocacy for Africa’s peace, security and development. As a broad forum for a wide range of stakeholders, including policy and decision makers, researchers and advocacy groups, the ADS will bring together member states, UN entities, international and regional organizations, civil society and academic institutions.
