The SRSG clarified to us that we will still be protected. My message to communities in the POC about stories that peacekeepers will be withdrawn is that it is not true, it’s just hearsay.”

Just because we are not physically present in an IDP camp doesnt' mean that our mandate somehow changed. We will continue to gear up and be here. The POCs are not closing. The services will continue to be provided.”

Storyline

From 14-16 October, Special Representative of the UN Secretary-General and Head of UNMISS, David Shearer, visited Bentiu and Malakal, for the first time since coronavirus movement restrictions were imposed in the world’s newest country.

The UNMISS chief prioritized meetings with displaced communities living in the protection sites next to UN bases.

SOUNDBITE (English) David Shearer, Special Representative of the UN Secretary-General and Head of UNMISS:
“Todya, we are really coming up here to look at the situatio on the ground and talk to some of the key people, but also to talk about the POC and the eventual transition about the POC sites into IDP camps. So, I talked with the camp leaders today. We talked with the humanitarians who provide the services and we also chatted to the government and the security services about going forward.”

As the chairperson of the Peace and Security Committee at the Protection of Civilians site in Malakal, James Adwok, was reassured about potential changes to the camp after a discussion with Shearer.

With the gradual re-designation of UN POC sites into more conventional camps for displaced persons, UNMISS peacekeepers on static duties in these sites can be redeployed to hotspots where civilians are in imminent danger. Mobile UNMISS patrols and humanitarian services will continue.

Humanitarians support the decision by UNMISS to extend its protective presence while the increased ability to train and mentor local police officers is another positive outcome of the new approach, according to UNMISS Police Commissioner, Unaisi Bolatolu-Vuniwaqa.

In addition to meeting state officials and representatives of the displaced community, during his visit to Bentiu, Shearer spent time at the joint police control centre where local law enforcement officers are working closely with UN Police to improve safety for residents.

In Malakal, he visited the Teaching Hospital, which was renovated by Rwandan and Indian peacekeepers, as well as the UNMISS-funded COVID-19 isolation centre.
