Assistant Secretary-General for Africa Bintou Keita today (3 Dec) said, “for societies recovering from conflict and instability, Security Sector Reform holds a great promise” in creating a “safe and secure environment where the rule of law, economic and social development and trade can take root for the benefit of states and their people.”
Briefing a Security Council ministerial-level debate on “Peacebuilding and Sustaining Peace: Security Sector Governance and Reform (SSG/R)” Keita said, “despite progress, there is an enormous gap between the expectation for gender responsive security sector response processes and the availability of resources, political, technical and financial, necessary to foster inclusivity and representativity within security institutions at all levels.”
Among her recommendations, she stressed recognizing Security Governance and Reform “primarily is a political process,” and ensuring that peace operations mandates on security sector reform are linked to “broader political objectives.”
For his part, Assistant Secretary-General for Rule of Law and Security Institutions Alexandre Zouev said “the United Nations is currently assisting more than 15 countries in undertaking various SSR initiatives through the implementation of peacekeeping and special political missions mandates as well as in in response to request from member states and regional organizations for targeted SSR support.”
The Security Council has been engaging with SSR as a thematic issue since 2007, and since then has adopted several presidential statements that recognised the role of SSR in the consolidation of peace and stability, and in the promotion of long-term development.
