Ahead of the third anniversary since Action for Peacekeeping (A4P) was launched by Secretary-General António Guterres, Peacekeeping Chief Jean-Pierre Lacroix said, “A4P is a comprehensive initiative. It’s about improving performance; it’s about improving the impact of peacekeeping; It’s about improving the safety and security of our peacekeepers, but it’s also the protection of the communities we serve.”
The Secretary-General launched the A4P initiative at a Security Council High-Level Debate on 28 March 2018. The initiative focuses its efforts in three areas: refocusing peacekeeping with realistic expectations; making peacekeeping missions stronger and safer; and mobilizing greater support for political solutions and for well-structured, well-equipped, well-trained forces.
In a recorded interview, Lacroix highlighted the importance of working with regional organizations. He said, “peacekeeping is ultimately about supporting political efforts. It’s about supporting political solutions, political settlements but these political efforts need to be, not only supported by our partners, but we need to work collectively to support them.”
The peacekeeping official said in some areas of operation, the presence of peacekeepers “make a difference between life and death for these communities.”
A total of 129 peacekeepers died in the line of duty in 2020.
Lacroix said, “you cannot help but think of the families and you cannot help but think of the loved ones of these fallen peacekeepers. We think of their comrades as well. But you also have in mind as a USG of the Department of Peace Operations, you also have in mind what can we do to better protect our peacekeepers how can we continue and even enhance our efforts to make sure that these kind of attacks will not result in fatalities or injuries.”
On the role of women in peacekeeping, he said, “peacekeeping needs to be reflective of the communities in which it operates. It needs to be reflective of the fact that in the host countries as well as anywhere else, there is 50 percent men 50 percent women and also reflective of the fact that there is nothing in peacekeeping that cannot be performed either by men or by women.”
