Storyline

In his address to the Security Council on Thursday, the top UN official in Sudan said he was “deeply disturbed by continued reports of human rights violations against women and girls including social media campaigns instigating violence.”

“Such crimes were unacceptable during the revolution and should be unacceptable today,” added Volker Perthes, the UN Special Representative for Sudan and Head of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS).

Perthes briefed the Security Council via videolink on the situation in Sudan, where, as he said, “recent commemorations of the violent suppression of anti-regime protests in 2019 and the tragic death of two young men underscored growing frustrations with unfulfilled expectations of the political transition, including the quest for justice and accountability.”

Despite the limited progress in transition process, Perthes reported some achievement, such as the launch of the technical preparations for the Governance Conference and preparations for the establishment of the Monitoring and Evaluation Mechanism for the Juba Peace Agreement.

However, some critical aspects of the transition, like security arrangements and the establishment of the Ceasefire and other Security Committees, remain unfulfilled so far and has “a direct bearing on Protection of Civilians and overall stability,” Perthes said.

“UNITAMS itself, has deployed three multi-functional teams of police advisors to Darfur to support the Sudanese police in community policing, investigations, addressing gender-based violence and protection of civilians. And our efforts towards the protection of civilians will definitely grow as the UN increases its capacity,” he said.

For his part, the Deputy Permanent Representative of Sudan to the United Nations, Magdi Ahmed Mofadal Elnour said that “although there are still some security challenges in the form of tribal conflict in Darfur, the government is determined to defuse these tribal tensions and undertake the reconciliation between social groups and enhance the rule of law and establish a criminal justice system which allows for reconciliation and reparations.”
