And if they have decided not to move forward because of our engagement with them over the course of the past few weeks with President Biden speaking to President Putin twice, then that’s a good thing. But we will continue to prepare and to plan for responding should they take any action against Ukraine.”

In a joint statement on behalf of Albania, France, Ireland, Japan, the United Kingdom, and the United States, US Ambassador Linda Thomas-Greenfield today (10 Jan) said the DPRK's latest ballistic missile launch shows its "determination to expand its unlawful weapons capabilities" and "pose a significant threat to regional stability."
Speaking to reporters outside the Security Council, Thomas-Greenfield said, the DPRK’s 5 January launch “is a clear violation of multiple Security Council resolutions” adding that its “continued pursuit of weapons of mass destruction and ballistic missile programs is a threat to international peace and security.”
The US Ambassador said, “each missile launch serves not only to advance the DPRK’s own capabilities, but to expand the suite of weapons available for export to its illicit arms clients and dealers around the world.”
In the statement, the six Council members called on the DPRK “to refrain from further destabilizing actions, abandon its prohibited WMD and ballistic missile programs, and engage in meaningful dialogue towards our shared goal of complete denuclearization, consistent with the Security Council resolutions. This is the only way for us to achieve lasting peace on the Korean Peninsula.”
Turning to Ukraine and speaking in her national capacity, Thomas-Greenfield said, "if Russia chooses the path of conflict," the US and partners, "are prepared to impose enormous costs on Russia’s economy, reinforce NATO’s presence in frontline allied states, and increase our defensive assistance to Ukraine."
She said, “it remains our goal to find a diplomatic way forward and avert conflict, and President Biden has instructed our diplomats to work intensively and pragmatically, including here in New York, to determine whether that is possible.”
Responding to a journalist’s question about Russian claims that they do not intend to invade Ukraine, the US Ambassador said, “I wish that it is true that they have no plans, but everything we’ve seen so far indicate that they are making motions in that direction. And if they have decided not to move forward because of our engagement with them over the course of the past few weeks with President Biden speaking to President Putin twice, then that’s a good thing. But we will continue to prepare and to plan for responding should they take any action against Ukraine.”
