Several Member States expressed their concerns to the press on the crisis in Ukraine. “There is no credible justification for this unprecedented level of military buildup to the north, to the east, and the south of Ukraine,” said a UK Minister at the Security Council stakeout.

James Cleverly, UK Minister of State for Europe and North America, told journalists today (17 Feb), “we are keen to engage in talks and diplomacy, and if Russia is also serious about de-escalation, that they should engage in that diplomatic track.”

He highlighted that “if Russia were to pursue an aggressive path, that would inevitably come at a terrible human cost. But on top of that, it would also bring about an economic response in the form of coordinated sanctions both from the UK and indeed more widely.”

In a joint statement, France, Germany, Ireland, Estonia, Albania, Norway, and the EU delegation reiterated full support for the independence, sovereignty, and territorial integrity of Ukraine within its internationally recognized borders. They also expressed strong concern regarding the resolution of the Russian State Duma calling for the recognition by the President of the Russian Federation of the self-proclaimed People’s Republics of Donetsk and Luhansk. “We warn against such a step which would constitute a further violation of Ukraine’s sovereignty and territorial integrity, and directly contradict the spirit and the letter of the Minsk agreements,” said Nicolas de Rivière, France Permanent Representative to the United Nations.

Linda Thomas-Greenfield, USA Permanent Representative to the United Nations, said, “we are, as Secretary Blinken made clear this morning and President Biden said earlier this week, prepared for anything, but we will do everything – we will do everything possible to pursue the path of peace.”

For his part, Sergey Vershinin, Russian Deputy Minister for Foreign Affairs, reiterated Russia’s commitment to the de-escalation and peaceful solution of the crisis. “I believe that now, we look at our oneness in western capitals, to drop and to stop this hysteria,” he added.
He also said that “Russian troops began to come back to the places of their permanent location on national Russian territory.”

Sergiy Kyslytsya, Ukranian Permanent Representative to the United Nations, said to journalists that "Ukrainians are all always in stand by for meaningful negotiations.”
