“It is the consistent belief of China that the Security Council resolutions on the DPRK are an integral whole and should be implemented in a comprehensive, complete, and accurate manner. The country concerned should not place one sided emphasis on the implementation of sanctions alone, but should also work to promote a political solution, and use sanctions where appropriate. The point of departure of the draft resolution on the DPRK jointly proposed by China and Russia in the Security Council is to alleviate the humanitarian and livelihood difficulties of DPRK and to inject the momentum into the political settlement in the Peninsula.”

“We would like to once again stress that Russia is against any military activity that threatens the security of the Korean Peninsula and Northeast Asia. However, the issue of security which directly affects our country as well cannot be dealt with through the primitive use of the sanctions cudgel, which leads to serious collateral effects. We're convinced that the search for mutually acceptable political diplomatic solutions is the only possible way for towards a peaceful solution on the North Korean Peninsula and shaping stronger security mechanisms in Northeast Asia.”

“Before today, this council had a remarkable record of consensus and collective action on this issue going back many years. In 2016 and again in 2017. The council unanimously responded to DPRK provocations with resolutions that impose sanctions and bring collective condemnation to a very real threat to peace and security. Today, two permanent members of this Council chose to veto rather than Act.”

The Security Council today (26 May) failed to adopt a resolution imposing new sanctions on the DPRK after a ballistic launch.
China and the Russian Federation vetoed the resolution tabled by the United States, while 13 Council members voted in favour. No Council members abstained
China’s Ambassador Zhang Jun said Security Council resolutions on the DPRK “are an integral whole and should be implemented in a comprehensive, complete, and accurate manner.”
He said an alternative draft resolution jointly proposed by China and Russia aimed “to alleviate the humanitarian and livelihood difficulties of DPRK and to inject the momentum into the political settlement in the Peninsula.”
Russian Ambassador Vasily Nebenzya said Russia was “against any military activity that threatens the security of the Korean Peninsula and Northeast Asia.”
However, he added, “the issue of security which directly affects our country as well cannot be dealt with through the primitive use of the sanctions cudgel, which leads to serious collateral effects.”
Nebenzya said, “the search for mutually acceptable political diplomatic solutions is the only possible way for towards a peaceful solution on the North Korean Peninsula and shaping stronger security mechanisms in Northeast Asia.”

According to the United States, The DPRK launched three ballistic missiles on 25 May, including an ICBM launch, the sixth since the beginning of 2022.
