19. SOUNDBITE (English) Jean-Pierre Lacroix, Under-Secretary-General, UN Peace Operations:
“There is a reason for hope because I have seen a very good team spirit between the local authorities, His Excellency the Governor, and his colleagues who received us on the one hand, and on the other side, the UN team, UNMISS and other UN agencies and also the NGOs that are working with us. So, there is a team effort to try to address these challenges. This is what gives us hope but obviously there is a lot of work to do, and I can assure you that we are committed, the UN is committed to continue helping the South Sudanese people.”
As South Sudan grapples with continued conflict, rising humanitarian needs and a peace process that needs all parties to demonstrate renewed political will, Under-Secretary-General for UN Peace Operations, Jean-Pierre Lacroix travelled to Bor, Jonglei state, an area where communities have been severely impacted by intercommunal violence, flooding, and cattle raids.
SOUNDBITE (English) Jean-Pierre Lacroix, Under-Secretary-General, UN Peace Operations:
“There are challenges obviously in Bor region and the state of Jonglei in general. Challenges have to do with the flooding, with the impact of climate change and the impact this is having on the population. And this also has an impact in terms of access; and this is a population that needs support, that needs humanitarian assistance, that needs the support to development efforts.”
It was a busy day with the top UN official meeting government leaders to reinvigorate greater collaboration between the UN Peacekeeping mission, UNMISS, and state authorities to effectively tackle critical challenges faced by communities.
SOUNDBITE (English) DENAY CHAGOR, GOVERNOR, JONGLEI:
“This is the meeting that we have been looking for the people of Jonglei. We have shared a wide range of issues, things that [we] are facing [including] in the implementation of the peace agreement and also things that [we] are facing [as] ordinary citizens.”
Across Jonglei, livestock equals livelihoods but is also a driver of conflict, with cattle rustling often leading to death, displacement, and destruction of properties. But USG Lacroix was heartened by testimonies from cattle keepers in Makuach who benefit from partnerships between the UN family, international NGOs and the South Sudan Trust Fund for Reconciliation, Stabilization, and Resilience designed to reduce violence in communities.
SOUNDBITE (English) JEAN-PIERRE LACROIX, UNDER-SECRETARY-GENERAL, UN PEACE OPERATIONS:
“Well it’s very impressive to be here with these colleagues that are supporting the cattle camp and the communities because we know how cattle is so important to the life of people here. And the fact that here their cattle can be supported by vaccines and also by other types of support, it is really peacebuilding in action. And this is really what I believe the communities need. It’s a very important part of the support that we can bring to the people of this region and the people of South Sudan.”
Difficult terrain and inclement weather were some challenges that USG Lacroix was briefed on by UNMISS peacekeepers, including a demonstration of amphibian all-terrain vehicles that are expected to enhance the mission’s ability to protect civilians by enabling Blue Helmets to respond swiftly to any emerging crisis that could pose a threat to communities. Other highlights from his day-long trip to Bor included the inauguration of a road rehabilitated by UNMISS engineers from South Korea and a Guard of Honour.
USG Lacroix was accompanied by the Secretary-General’s Chef de Cabinet, Courtenay Rattrey as well as Nicholas Haysom, the Secretary-General’s Special Representative for South Sudan and Head of UNMISS.
