Speaking at a Security Council meeting presided by the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, the UN Secretary-General, António Guterres, said “Russia’s invasion of Ukraine, in violation of the United Nations Charter and international law, is causing massive suffering and devastation to the country and its people, and adding to the global economic dislocation triggered by the COVID-19 pandemic.”
The UN chief addressed the Council on Monday (24 Apr) during a meeting convened by Russia under the theme “Effective multilateralism through the defence of the principles of the Charter of the United Nations”.
Referring to this topic, Guterres said, “We face unprecedented and interlocking crises. But the multilateral system is under greater strain than at any time since the creation of the United Nations. Tensions between major powers are at an historic high. So are the risks of conflict, through misadventure or miscalculation.”
Russia’s Minister of Foreign Affairs told Council members, “Let's call a spade a spade. Nobody allowed the Western minority to speak on behalf of all of humankind. There's a need to be polite and to respect all members of the international community.”
Lavrov also said that “by imposing rules-based order, its sponsors arrogantly reject key principles of the Charter of the United Nations, namely sovereignty and equality of states.”
Representing the United States, ambassador Linda Thomas-Greenfield said, “Our hypocritical convenor today, Russia, invaded its neighbor, Ukraine, and struck at the heart of the UN Charter and all the values we hold dear. This illegal, unprovoked, and unnecessary war runs directly counter to our most shared principles: that a war of aggression and territorial conquest is never, ever acceptable.”
Barbara Woodward, the Permanent Representative of the United Kingdom, said that “Minister Lavrov has called this meeting to share the Russian vision for the future of multilateralism” and noted that the world has “seen what Russia’s idea of multilateralism means for the world.”

The Permanent Representative of China, Zhang Jun, also addressed the Council, saying that “unilateral sanctions indiscriminately imposed by the United States and other countries outside the Council mandate are entirely for maintaining their hegemony, technology monopoly and ideology.”
According to Jun, “their practice has no legal basis” and it “stands in sharp contrast to the development and progress of the world.”
Before the meeting, representatives from the 27 countries of the European Union went to the stakeout outside the Security Council and Olof Skoog, Head of the European Union Delegation, told journalists that “by organizing this debate Russia is trying to portray itself as a defender of the UN Charter and multilateralism.”
According to Skoog, “nothing can be further from the truth.”
“It is cynical. We all know that while Russia is destroying, we are building. While they violate, we protect. The UN Charter, the UN General Assembly, the ICJ, the ICC – everywhere you look Russia is in contempt,” concluded the ambassador.
