The Special Representative of the Secretary-General for Sudan, Volker Perthes, said that the increased suffering of the people in the country “is not a result of aid organizations not being there or aid organizations not doing anything. The suffering of the people is a result of a war.”

During an interview at the United Nations Headquarters in New York on Tuesday (23 May), Perthes said, “At the same time, we are there to help, and regardless of who is responsible for the humanitarian crisis, the United Nations will always help. So, we have raised the alarm internationally. We have issued a new humanitarian response plan and appeal to the world to help financially, to help the people.”

Asked about the interaction between the UN and the leadership of the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), he stated, “Some people, particularly among those who are mobilized on the one side or the other, don't understand that neither the United Nations nor Most countries will try to mediate or to get a solution to this problem will take sides and puts a finger or points the finger after one side or the other. So that's sometimes difficult, but it is what the United Nations is, keeping the trust, maintaining the trust with both sides, maintaining the communication, as you said, with both sides and trying to bring forward solutions.”

On the future of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS), he said that the Security Council would debate and decide on “the short-term future of the mission within the next week or so. And I suppose that after two months, three months, four months, we will take stock, find out where the country is and find out what's the most proper way is for the United Nations to support the country.”

Talking about the conflict, the Special Representative for Sudan said, “There is a growing realization on both sides that this war will not be won militarily, at least not with an easy victory.”

Perthes continued, “And even if there was a victory, it could come at the expense of destroying the country or the capital or much of the country.”

He also said, “I do think that the Sudanese will come together and agree on starting a fresh process with fresh ideas and fresh faces with a lot of reference points, including the constitutional document of 2019, the Juba Peace Agreement, and the framework agreement, as well as the results of some of the workshops which we organized.”

Perthes also talked about the Agreement on the short-term ceasefire signed by the SAF and RSF representatives in Jeddah, the Kingdom of Saudi Arabia, on 20 May.

He said, “The importance of this ceasefire agreement is that it is the first ceasefire agreement which both parties actually signed up on, and the same goes for the Declaration of Principles, which was signed a week earlier, which is a common signed commitment to respect principles of international humanitarian law.”
