We need integrated new approaches that address not just security and political challenges, but the rule of law and humanitarian and development issues. UN Secretary-General António Guterres said, “If we do not act now, instability and violence will have a lasting impact on generations of Haitians,” reiterating his call to all partners to increase support for “the national police – in the form of financing, training or equipment.”
The Secretary-General landed on Saturday (01 Jul) in Port-au-Prince, Haiti. He expressed solidarity with the Haitian people, who are going through a tragic cycle of security, political and humanitarian crises.
Expressing his deep concerned by the extreme vulnerability of people and communities in the face of predatory gangs – and particularly by the disproportionate impact of the violence on women and girls, the UN chief condemned in the strongest possible terms the widespread sexual violence which the armed gangs have used as a weapon to instil fear.
Guterres reiterated, “The seriousness of the situation demands our urgent and sustained attention. We must put the victims and the civilian population at the centre of our concerns and priorities.”
He continued, “We need integrated new approaches that address not just security and political challenges, but the rule of law and humanitarian and development issues.”
The Secretary-General further stressed that “there can be no sustainable security without a restoration of democratic institutions – and it will be impossible to achieve lasting and fully representative political solutions without a drastic improvement in the security situation.”
Guterres also said, “I continue to urge the Security Council to authorize the immediate deployment of a robust international security force to assist the Haitian National Police in the fight against gangs.”
He called on the international community to “be ready to follow up on this decision of the Security Council that I desire. Now is not the time to forget about Haiti or weaken our solidarity with its people.”
Two years have passed since the assassination of President Moïse, Guterres said, the perpetrators of the crime must be brought to justice and Haiti must return to democratic order as soon as possible.
Guterres called on all actors to “create the conditions necessary for the restoration of democratic institutions.”
He underscored, “Everyone must rise above personal interests and make concessions to pave the way for the emergence of a common vision and a viable and credible electoral pathway.”
The Secretary-General commended the recent inter-Haitian talks, facilitated by the CARICOM Eminent Persons Group, aimed at reaching agreement on the formation of a national unity government and the expansion of the High Transitional Council.
On the humanitarian front, Guterres commended the courage and dedication of humanitarian workers in the face many obstacles, reiterating that “attacks against aid workers must cease immediately.
He asked all stakeholders to “uphold human rights and international law and to ensure safe and unhindered humanitarian access.”
The Secretary-General concluded by addressing to the Haitian people, “the United Nations stands with you to support national efforts in the interest of all Haitians, in particular young people, who deserve a safer, more just and more peaceful future.”
During his visit, the Secretary-General met with Prime Minister Ariel Henry and heard from leaders of various political parties, the High Transitional Council, members of civil society and UN staff.
