“So one reason is if you think about giving cash to a household, to a family, that moves this family above an income poverty line, that does not mean that his family has access to electricity to a water main or children in that household go to school. So multidimensional poverty captures these other aspects that are not accounted for in a monetary measure of poverty. So it calls attention to the importance, for instance, of investment in infrastructure or public goods, more generally.”

5. SOUNDBITE (English) Pedro Conceição, Director, Human Development Report Office, United Nations Development Programme (UNDP):
“And the second reason is if you just give cash to a family, recognizing that this is important, in many cases, there are many things that people care about, that are not transacted in markets. Many things that are important for people to not only move out of poverty, but be and stay out of poverty and, more important, flourish. There are many capabilities and assets that go beyond just income or cash.”

“Using the MPI lens we are seeing how 1.1 billion people worldwide are living in this multidimensional poverty. We can also better understand where poverty is located including within countries. 25 countries halved multidimensional poverty within 15 years, but 1.1 billion remain poor, according to the 2023 Global Multidimensional Poverty Index (MPI) released on Tuesday (11 July).
The report compiles data from 110 developing countries covering 6.1 billion people, accounting for 92 percent of the population in developing countries.
Pedro Conceição, Director, Human Development Report Office, United Nations Development Programme (UNDP), speaking at the side event to the High-Level Political Forum, said, “if you think about giving cash to a household, to a family, that moves this family above an income poverty line, that does not mean that his family has access to electricity to a water main or children in that household go to school.”
He continued, “So multidimensional poverty captures these other aspects that are not accounted for in a monetary measure of poverty.”
Conceição also noted, “if you just give cash to a family, recognizing that this is important, in many cases, there are many things that people care about, that are not transacted in markets.”
He added, “Many things that are important for people to not only move out of poverty, but be and stay out of poverty and, more important, flourish.”
He stressed, “There are many capabilities and assets that go beyond just income or cash.”
Lenora Qereqeretabua, Assistant Minister for Foreign Affairs, Fiji, said, “The MPI is a key resource that will assist us in undertaking informed policy decisions and addressing poverty related issues for developing countries.”
UNDP Administrator, Achim Steiner, noted, “Using the MPI lens we are seeing how 1.1 billion people worldwide are living in this multidimensional poverty.”
He continued, “We can also better understand where poverty is located including within countries.”
According to him, the MPI can inform targeted policies “given its much broader analysis of how poverty affects people.”
Presenting the key results, Heriberto Tapia, Research and Strategic Partnership Advisor, UNDP Human Development Report Office, said, “across these 110 countries we measured this year, 1.1 billion people are multidimensionally poor around the world. This represents 18 percent of the population of these 110 countries.”
He continued, “In terms of the composition we see that around half of the poor people are children below 18 years of age.”
According to the report, Saharan Africa (534 million) and South Asia (389 million) are home to approximately five out of every six poor people. Nearly two-thirds of all poor people (730 million people) live in middle-income countries, making action in these countries vital for reducing global poverty.
Poverty predominantly affects rural areas, with 84 percent of all poor people living in rural areas. Rural areas are poorer than urban areas across all regions of the world.
