China’s Ambassador Zhang Jun today (1 Nov) said the Security Council has to send “a very strong message” to relevant parties in the Middle East crisis “to cease fire, to really to abide by international law, and the international humanitarian law.”

Speaking to reporters in New York, as China begins its presidency of the Council for the month of November, Zhang said parties must also “take concrete actions to avoid bombardment against shelters, hospitals, schools, and also to take concrete actions to allow humanitarian assistance to be passed, and then to be delivered to those in need.”

The Ambassador said the Council should “watch closely and to avoid the spillover of the tension to the neighbouring countries,” but stressed that “we should keep the situation under control in Gaza first.”

He said, “if we do not want to see a spillover, we have to have the ceasefire on the ground first. If you do not have the fire, you do not have the spillover.”

Looking to the future, Zhang said “any decision concerning the issue, concerning the future of the Palestinians should be with the consent, with the agreement of the Palestinians first, no other ones can make any decision on their behalf. And then for us, you know, what's always clear is that the solution of the Israeli Palestinian question lies in the implementation of the two state solution.”
