A top political affairs official told the Security Council that the Democratic People’s Republic of Korea’s (DPRK’s) launches “represent a serious risk to international civil aviation and maritime traffic.”
Briefing the Security Council today (27 Nov), the Assistant Secretary-General for Political and Peacebuilding Affairs and Peace Operations, Khaled Khiari, said, “while the DPRK issued a pre-launch notification to the Japanese Coast Guard, it did not issue airspace or maritime safety notifications to the International Maritime Organization, the International Civil Aviation Organization, or the International Telecommunications Union.”
He continued, “While sovereign states have the right to benefit from peaceful space activities, Security Council resolutions expressly prohibit the DPRK from conducting any launches using ballistic missile technology.”
He also said, “With growing tensions on the Korean Peninsula, the importance of re-establishing communication channels and off-ramps is essential, particularly between military entities. Exercising maximum restraint is critical to avoid unintended accidents or miscalculations.”
He called on Security Council Members “to unite and explore practical measures to halt the current negative trend, making full use of the tools of dialogue, diplomacy, and negotiation, while adhering to all Security Council resolutions.”
In her address to the Security Council, Unites States Ambassador Linda Thomas-Greenfield said, “Russia is expanding its military relationship with the DPRK which – by Putin’s own admission – could include helping the DPRK build more satellites like the one launched last week.”
He also added that DPRK has provided Russia with more than 1,000 containers of military equipment and munitions.
Japanese Ambassador Ishikane Kimihiro said, “We should not be deceived by any attempt to justify North Korea's ambition to pursue a lawful WMD programs. The Security Council should be united on Non-Proliferation matters.”
He urged all Council Members “to reaffirm their commitment to the global Non-Proliferation regime that we all must value and uphold.”
Anna M. Evstigneeva, Deputy Permanent Representative of the Russian Federation, said, “the show of the US military force thousands of kilometers from its boarders continued to break records.”

He added, “DPRK launched its reconnaissance satellite is to decisively control and handle this situation and thus prevent the outbreak of the new war in the region.”
