A United Nations top official today (24 Jun) called on the participants to the Iran Nuclear Deal “to pursue all possible avenues for dialogue and cooperation” and said it was “crucial to prioritize multilateralism and diplomacy, and to set a course that promotes peace and security.”

Presenting the latest Report of the Secretary-General on the implementation of the Joint Comprehensive Plan of Action (JCPOA) to the Security Council, Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo said “the United States has not returned to the Plan, nor has it lifted or waived the unilateral sanctions it reimposed after its withdrawal from the Plan in May 2018, or extended waivers regarding the trade in oil with the Islamic Republic of Iran.”

The Islamic Republic of Iran, DiCarlo said, “has not reversed any of the steps inconsistent with its nuclear-related commitments that it has taken since May 2019.”

She reported to the Council that the International Atomic Energy Agency (IAEA) had observed that its verification and monitoring continues to be, “seriously affected by the cessation of Iran’s implementation of its nuclear-related commitments under the JCPOA.”

Furthermore, DiCarlo said, “while the Agency had not been able to verify the total stockpile of enriched uranium in the country since February 2021, it estimated that Iran maintains a total enriched uranium stockpile thirty times the amount allowable under the JCPOA.”

United States Ambassador Robert A. Wood recalled that when the originally adopted resolution 2231 on 20 July 2015 endorsing the JCPOA, “the objective was to help establish the international community's confidence in the exclusively peaceful nature of Iran nuclear program.”

Wood said, “Iran's actions suggest it is not interested in verifiably demonstrating that its nuclear program is exclusively peaceful.”

Iranian Ambassador Saeid Iravani told the Council that the US, UK, France, and Germany “unsuccessfully attempt to shift on to Iran the blame for the JCPOA current status,” which he said, “is simply untrue.”

Iravani said these countries “deliberately disregarded the underlying origin of the current situation, that is, first and foremost, the unilateral unlawful withdrawal of the US from the JCPOA.”

Talking to reporters outside the Council, French Ambassador Nicolas de Rivière – accompanied by the EU and UK representatives – said, “this resolution is due to terminate in October next year. The next 16 month will therefore be pivotal in finding a diplomatic solution to the Iran nuclear crisis.”

Signed in 2015 by China, France, Germany, the Russian Federation, the United Kingdom, the United States, the High Representative of the European Union (the E3 / EU+3) and the Islamic Republic of Iran. the JCPOA placed significant restrictions on Iran’s nuclear program in exchange for sanctions relief.

US President Donald Trump withdrew the United States from the deal in 2018.
