4. SOUNDBITE (French) Florence Marchal, Spokesperson, United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA):
“Operations to review the electoral register will soon begin in the Central African Republic with the support of MINUSCA, which will deploy 104 tonnes of equipment and transport 384 people. This support is not limited to logistical and technical aspects. On the political level, the Mission's support is reflected in the good offices of the Special Representative of the Secretary-General in order to create favorable conditions for the holding of an inclusive, participatory and peaceful electoral process. In terms of security, MINUSCA is working with the national defense and security forces to develop an election security plan. Updating the electoral register is the first step in the process which includes local then presidential and legislative elections. An estimated 800,000 new voters need to be registered, out of a total of 2 million, since the last revision of the file in 2020. Finally, MINUSCA, which recently allocated $1.3 million in direct funding to support file revision operations, continues its advocacy with other international partners to mobilize additional resources. Advocacy also aims to encourage the participation of women and young people. The holding of local elections in the Central African Republic takes on a historic dimension because they will be organized for the first time in the country in 36 years. They are part of the implementation of the political agreement for peace and reconciliation in the Central African Republic (APPR), signed in 2019, which promotes the decentralization of the peace process.”
